He didn't want to use her or make her feel that she was used, so the only way to do so, was a Soul Contact, which would bind them to their words and if they went against it, would most likely cause their souls to be destroyed.
"Shinka, it is time for you to break out of your shell and one thing that I like about you is how much you care about your people and your duty to be the guardians of the universe and overseers of the underworld. If you truly wish to become my ally, form a Soul Contract with me on the same terms as my own, but if not, we are still friends and you can come and find me on this realm" he said.
