Extraordinary Genius

Chapter 386 – Hard to set up a hospital

The next day, Li Na went back to the district alone. She refused to let Feng Yu send her back. Feng Yu was grumpy. His sister had disrupted his sex life.

“Oh, you are here at my place for meals? I thought someone is cooking for you?” Feng Danying glanced at Feng Yu before going to the kitchen to get a setup utensils.

“Sis, can you keep this from Mum and Dad?”

“You rascal. How old are you and you dare to bring a girl home? What if she got pregnant? Are you able to continue with your studies?”

“Then I will not attend school. I meant I will disrupt for a year and continue my studies after that.” Feng Yu saw his sister’s face changed and quickly corrected his statement.

“You better be careful and treat her well. If I know that you betray her, I will ask Dad to break your legs!”

Feng Yu shuddered. No one must know about what had happened in Moscow.

“Sis, where’s brother-in-law? Why is he not back for lunch?” Feng Yu was puzzled. His Brother-in-law had already delegated all his work to his subordinates and why was he still so busy?

“Your Brother-in-law had invited the leaders for lunch. He needs to talk to them about the approval for setting up the hospital.”

“The higher-ups still have not approved the hospital?” Feng Yu was surprised. His Brother-in-law had told him that he had raised enough money to set up the hospital last year, before the National Day. It had been 3 months. How come it was still not approved?

Feng Danying frowned: “It is too hard to set up a hospital. We need to get approvals from many departments. We still need to visit them one after another in the correct sequence. Your Brother-in-law had been busy getting the approvals the past few months. He even gave up the opportunity to expand his logistics business.”

Feng Yu frowned: “Why didn’t the both of you tell me about this? I can help. Later I will ask Brother-in-law which department he is stuck at now.”

Feng Yu had done the City Government a great help. If he speaks to Zhang Ruiqiang, there should be no problems getting the approvals for the hospital.

After lunch, Feng Yu carried his little nephew and played with him, while his sister washes the dishes in the kitchen.

“Call uncle. Call uncle, and I will buy you sweets and chocolates!”

Feng Yu’s little nephew was now over one years’ old. His nephew looked at Feng Yu with his big eyes and giggled. Every once in a while, his nephew would drool, and Feng Yu’s face was covered with his nephew’s saliva.

Feng Yu held his nephew over the top of his head and let his nephew sits on his shoulders. He carried him around the house.

Eh~~~ Little Nephew, why are you peeing on your uncle’s neck……

Feng Yu saw his nephew giggling earlier, and he felt happy. But now, he thought that his nephew was laughing at him!

……

Feng Yu returned his nephew to his sister and returned home to clean up. When he stepped out of the shower, he heard someone knocking on the door.

Feng Yu looked through the door viewer and saw his Brother-in-law.

“Brother-in-law, you are back. Huh…… how much have you drunk? What a while, Sis had prepared some soup for you to freshen up. I will bring it over to you. Just stay here.” Feng Yu helped his brother-in-law over to the sofa and then went over to his sister’s unit for a bowl of soup.

“Sigh…. What everything is so difficult?”

“Brother-in-law, is it about the approval for the hospital? You should have told me about this. I am quite close with Mayor Zhang, and he can help you. He was formerly in charge of education and health.”

Li Shiqiang was depressed. He seemed he had been forced to drink.

Damn, some people dare to mess with my Brother-in-law in Bing City? I will find out who this person is and will teach him a lesson!

Li Shiqiang waved his hand: “No. There is a problem with the policies! If we want to set up a hospital, we must hire doctors. The Dean must also have the qualifications and experience. Not only that, we still need approval from different departments and cannot miss even one department!”

“I had approached some doctors. I had offered them higher salaries than other hospitals, but they just refuse to come over to help me. They are all working in the Government hospitals. Ours is a private hospital. These doctors do not have an “iron rice bowl” if they join us! To date, I had only recruited only 2 junior doctors. I had wanted to ask the health department to close one eye and grant the approval. However, they refused!”

Li Shiqiang poured all his grievances to Feng Yu, and Feng Yu understood that it was not people making things difficult for Li Shiqiang. There was indeed a problem with the procedures.

Feng Yu could understand the need for such strict procedures. The Government cannot allow anyone to set up hospitals as they like. After all, people’s lives were at stake.

Failing to recruit doctors was indeed an issue. In this era, people preferred to get an “Iron Rice Bowl” job with welfare benefits.

At a hospital, the doctors’ salaries were all from the government. The hospital will never close down, and hospitals had the best benefits among all the government units.

If the doctors joined a private company, they might get higher salaries. But they will forgo their benefits like single apartments, assigned houses when they get married, pensions, etc.

Those two junior doctors who had agreed to join Li Shiqiang’s hospital had their own houses and need money. They wanted to earn more within the next two years. Their families also had connections. Even if things do not work out here, their families could also make use of their relationships to get other jobs for them.

Tsk…….

Feng Yu gritted his teeth. He also felt that this was not easy to solve.

The retirement pension was easy to settle. With Wind and Rain Logistics around, his brother-in-law can just promise the doctors about their pensions. Those doctors should believe his brother-in-law, and this can be included in the employment contract.

But it was not easy to assign house for the doctors. Those government units do not need to pay when they utilized land from the government. If Feng Yu were to purchase land and build housing on the land, it would be too expensive. If there were no houses or singles apartment to be assigned to the doctors, he should not be able to attract other doctors to join his hospital even with high salaries.

Without qualified doctors, there was no way Li Shiqiang could set up a hospital. It was not like the future era where qualified doctors only need to have the practicing license and had 5 years’ experience working in a tier 2 hospital.

Just this doctor recruitment issue was a headache for Feng Yu. He could only offer high salaries to the doctors in the Government hospitals. But those senior qualified doctors were all leaders in the hospitals. Will they join a private hospital? Even if they were offered a higher position, they would feel like they were at the losing end. Those leaders in the government hospitals can also be assigned with houses and cars from the government!

But no matter what, Feng Yu still wanted to try and recruit them.

“Brother-in-law, calm down first. Let’s discuss this. How much are you going to invest in this hospital and how much do you intend to make in a year?”

Li Shiqiang waved his hand: I am investing 10 million RMB! This should be enough. I had never thought of making any money from this hospital. I only wish for this hospital to not make any losses.”

Feng Yu rubbed his chin. If his brother-in-law only has this requirement, then it should be easy. Wait. I seem to forget something. There is a shortcut to get the approval for this hospital!
