The counselors and ministers kneeled and shouted out similar speeches one after another, they did not understand why the empress hesitated and did not give the order to obliterate this enemy of theirs.

Looking at the shouting people in the hall, the empress felt a migraine coming on, these people only shouted without offering any sensible options.

Kill Victor?
